Citizens’ Bond Oversight Committee
The Governing Board for the Las Lomitas Elementary School District has appointed the following community members to serve on the Citizens’ Bond Oversight Committee: Steve Bellumori, Maria Doktorczyk, Ron Espeseth, Pat McVeigh, Joan Naber, Cindy Richardson, and Mary Wachtel. Superintendent Eric Hartwig and Business Manager De Modderman will serve as staff for this committee.
Serving as a community-member-at-large, Mary Wachtel has served on the LLESD school board and been an active parent volunteer involved with the origanization of the Las Lomitas League and past President of the LL PTA. Mrs. Wachtel is the elected chair of the Oversight Committee.
Operating Procedures
Committee Purpose:
The Measure E Bond Oversight Committee is charged by state law to ensure that:
- Measure E bond proceeds are spent only for construction, reconstruction, rehabilitation, or replacement of district facilities, including the furnishing and equipping of facilities or the acquisition or lease of real property in compliance with the specific projects listed in Measure E on the San Mateo County November 2001 ballot.
- No Measure E funds are expended for teacher or administrator salaries or other operating expenses.
Membership:
- The Committee shall consist of at least seven members who will each serve without compensation for a term of two years and for no more than two consecutive terms. The Committee shall be comprised as follows:
a. One member who is active in a business organization representing the business community within the school district
b. One member who is active in a senior citizens’ organization
c. One member who is active in a bona fide taxpayers’ organization
d. One member who is a parent or guardian of a child enrolled in the school district
e. One member who is a parent or guardian of a child enrolled in the school district and an active participant in a parent-teacher organization, such as the PTA or school site council
f. Additional members representing a-e above and/or other communities and geographic areas within the District (e.g., community-at-large, each of the district’s schools)
- Members will be selected based upon each applicant’s professional and/or practical experience, recognition or contributions to his/her community, and the diversity of experience and expertise of the Committee as a whole.
- The LLESD Governing Board may, at its discretion, fill any vacancy that occurs.
- The Committee may not include any employee or official of the school district or any vendor, contractor, or consultant of the District.
Meetings
- The Committee shall meet as needed, but no fewer than three times each year. At its first meeting the Committee shall establish its attendance and quorum requirements. At its organizational meeting and annually thereafter, the Bond Oversight Committee will select a Chair and Vice-Chair/Secretary.
- Committee members should attempt to reach decisions by consensus whenever possible. Failing that, decisions will be made by majority vote and shall follow Robert’s Rules of Order. All members shall be entitled to one vote.
- All committee meetings shall be open to the public and are subject to the Brown Act. District staff, as designated by the Superintendent, will be responsible for working with the Chair of the Bond Oversight Committee to prepare and properly notice agendas, minutes, and reports of the Committee.
Activities
The Committee is authorized to engage in any of the following activities necessary to fulfill its purpose:
- Receive and review copies of the annual independent performance audit required by Proposition 39. (Begin January 2004)
- Receive and review copies of the annual independent financial audit required by Proposition 39. (Begin January 2004)
- Inspect school facilities and grounds to ensure bond revenues are expended in compliance with Proposition 39.
- Receive and review copies of any deferred maintenance proposals or plans developed by the school district. (To be developed upon completion of the projects – probably summer 2005)
- Review efforts by the school district to maximize bond revenues by implementing cost-saving measures, including, but not limited to, all of the following:
a. mechanisms designed to reduce the costs of professional fees;
b. mechanisms designed to reduce the cost of site preparation;
c. recommendations regarding the joint use of core facilities;
d. mechanisms designed to reduce the costs by incorporating efficiencies in school site design; and/or
e. recommendations regarding the use of cost-effective and efficient reusable facilities plans.
(Verbal and written reports to be presented, as appropriate, at committee meetings)
- To assist the Committee with its charge to assure compliance with the regulations of Proposition 39, district staff shall present reports for the Committee’s review. These reports will include Measure E project plans, timelines, and cost information. The District will also provide technical and administrative assistance to support the Committee’s work.
Reports:
- The Committee is required to issue an annual report on its proceedings that shall be presented to the LLESD Governing Board. (Beginning November 2003)
- In accordance with law, the annual report as well as all approved minutes, reports and documents received by the Committee will be posted on the District’s web site.
